Dianna Russini of The Athletic reports that the Titans are not targeting either Jim Harbaugh or Bill Belichick for their head coaching vacancy.

The Commanders and Titans both appear out on Belichick, while the Titans are the first team to be rumored as officially out on Harbaugh. Russini notes in her report that the Titans are “open to a coach who specializes on either side of the ball,” which has been apparent by their recent coaching requests.  What they do not seem open to is a coach that expects to have any say over personnel or other aspects of the organization.
